Rationale
To ensure that Hutt Valley High School is a good employer, complies with all employment legislation and communicates effectively with staff.
NAG 3
According to the legislation on employment and personnel matters, each Board of Trustees is required in particular to:
(i) develop and implement personnel and industrial policies, within policy and procedural frameworks set by the Government from time to time, which promote high levels of staff performance, use educational resources effectively and recognise the needs of students;
(ii) be a good employer as defined in the State Sector Act 1988 and comply with the conditions contained in employment contracts applying to teaching and non-teaching staff.
Guidelines
The Board of Trustees delegates full responsibility (subject to the following limitations) to the Principal for all matters relating to the management of staff in the expectation that:
- Good quality staff will be attracted and retained.
- Professional development and appraisal processes will support high performance.
- The requirements of NAG 3 will be met.
Limitations
- Decisions on discretionary leave beyond ten working days are referred to the Board of Trustees for approval.
- The Board of Trustees retains the process for appointing the Principal.
- The Board of Trustees will agree in advance to the process for appointing the Associate Principal, Assistant Principal, Deputy Principal and Executive Officer.
- The Principal will seek appropriate legal advice at the commencement of any process that may have legal or industrial implications or where there is perceived potential for this to occur.
- The Principal will immediately inform the Board of Trustees Chair of any situation that could create an employment issue for the school.
