Property and Physical Environment

Property and Physical Environment

Rationale

The Principal is responsible for ensuring that the provisions of NAG 4 are met.

  1. Ensure the Board of Trustees meets all requirements under the Property Occupancy Agreement.
  2. Ensure a safe and healthy environment for staff, students and visitors.

NAG 4

According to legislation on financial and property matters, each Board of Trustees is also required in particular to:

(i) allocate funds to reflect the school’s priorities as stated in the charter;

(ii) monitor and control school expenditure, and ensure that annual accounts are prepared and audited as required by the Public Finance Act 1989 and the Education Act 1989;

(iii) comply with the negotiated conditions of any current asset management agreement, and implement a maintenance programme to ensure that the school’s buildings and facilities provide a safe, healthy learning environment for students.

Guidelines

  1. Ensure there is sufficient budget allocated yearly to fulfil maintenance requirements.
  2. Ensure the current 5/10 year plans are in place and relevant to the strategic plan.

Limitations

The Principal has full delegated authority to manage property matters except to:

  1. Authorise a total build/rebuild or demolition of a building
  2. Authorise major non-maintenance work outside the 5/10 year property plan
  3. Authorise expenditure that would exceed the allocated property budget.
  4. Authorise changes to buildings that are contrary to Code of Compliance.
